Subject:         Methods of Recruitment and Eligibility conditions for appointment to various posts in the Lok Sabha Secretariat.

    

        In exercise of powers conferred under Rules 4(2) and 5 of the Lok Sabha Secretariat (Recruitment and Conditions

            of Service) Rules, 1955, the Speaker is pleased to make the pleased to make the following order amending the R&CS

   order No. PDA - 741/89 as amended from time to time:-

ORDER

1.     Short title and commencement

(i) This Order may be called the Lok Sabha Secretariat (Method of Recruitment and Qualifications for Appointment) Amendment Order, 2007.

(ii) It shall come into force with effect from 21st February, 2007.

2.     Amendment

The method of recruitment and eligibility conditions for appointment to various posts in Organised Services in the Lok Sabha Secretariat shall be as indicated in Schedule I to X attached hereto

By selection through Open Competitive Examination from amongst the candidates possessing Master’s degree in English or any other discipline [with English as a medium of instruction] with regional language(s) as recognised in the Constitution of India upto Degree level.

 

Desirable:                                                 

(1)       Experience in translation or interpretation work.

 

(2)       Certificate in computer course recognised by All India Council for Technical Education (AICTE)/ Department of Electronics Accreditation of Computer Courses (DOEACC) or courses equivalent to ‘O’ Level in terms of syllabus and duration of course as prescribed by DOEACC.

 

Note:

(i)        The candidates selected for appointment as Parliamentary Interpreter Grade – II have to undergo training in interpretation for such period as may be specified by the Secretariat. They will also have to qualify two departmental interpretation tests i.e., one after two years of service and the other after three years of service with such standard of proficiency in interpretation as may be prescribed. Unless the incumbents qualify the said interpretation tests, they will not be considered for promotion to the grade of Parliamentary Interpreter Grade – I which will also be subject to availability of vacant post(s).

 

(ii)       They may also be required to perform non-interpretation duties as may be assigned to them from time to time.
