Civic Amenities in Slums

HOUSING AND URBAN AFFAIRS be pleased to state:-


(a) whether the Government has allocated funds to provide civic amenities in slums and for development of slums in the country;

(b) if so, the details thereof during the last two years and the current year, State/UT-wise;

(c) whether the Government proposes to conduct a survey regarding slums in the urban areas;

(d) if so, the details thereof; and

(e) whether the Government proposes to take any concrete steps to provide basic amenities such as healthcare to the people living in the slums in the metropolitans of the country and if so, the details thereof?

STATEMENT REFERRED IN REPLY TO LOK SABHA STARRED QUESTION NO. 231* FOR 22.12.2022 REGARDING ‘CIVIC AMENITIES IN SLUMS’

(a) & (b): ‘Land’ and ‘Colonisation’ are State subjects. Schemes related to development of the slums including providing civic amenities are implemented by States/Union Territories (UTs). However, Central Government supplements the efforts of States/UTs to develop slums and provide civic services to slum dwellers through various Missions, such as Pradhan Mantri Awas Yojana - Urban (PMAY-U), Atal Mission for Rejuvenation and Urban Transformation (AMRUT 2.0), Swachh Bharat Mission - Urban (SBM-U 2.0).

Under PMAY-U, Central Assistance is provided to States/UTs for construction of houses for all eligible families/beneficiaries in urban areas including slum dwellers. The details of Central Assistance released during the last two years and the current year, State/UT-wise is at Annexure-I.

Under SBM-U, funds are released to States/UTs for construction of Community/ Public Toilets and Individual Household Latrines on need basis alongwith Solid Waste Management component in urban areas including slums. The State/UT-wise details of Central Share funds released under SBM-U during the last two years and current year is at Annexure-II.

Under AMRUT Scheme, State Annual Action Plans (SAAPs) amounting to ?77,640 crore including committed Central Assistance of ?35,990 crore have been approved for projects in all States/UTs for the entire Mission Period. So far, Central Assistance amounting to ?31,198 crore have been released to States/UTs for AMRUT projects for water supply, sewerage & septage management, storm water drainage, green spaces & parks and non-motorized urban transport. The State/UT-wise details of Central funds released under AMRUT during the last two years and current year is at Annexure-III.

Recently, AMRUT 2.0 and SBM 2.0 have been launched to make cities garbage free and water secure during the mission period. Under AMRUT 2.0, so far State Water Action Plans (SWAP) have


been approved by MoHUA for 4,830 projects worth ?93,800 crores submitted by States/UTs. Under SBM 2.0, Mission allocation is ?33,993.60 crore against which, ?1877.23 crore have been released.

(c) & (d): Census of India conducts enumeration of population including slums on decadal basis in the country. The last census was conducted in 2011, according to which, a total of 6.54 crore people were living in 1,08,227 slums across the country.

(e): Apart from PMAY-U, SBM-U and AMRUT, to provide civic amenities, Ministry of Health and Family Welfare under National Health Mission provides financial and technical support to States/UTs to strengthen the health care systems to provide affordable healthcare to all the citizens including slum areas. Further, under Ayushman Bharat, Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) health coverage up to ?5 lakh per family per year is provided to all eligible households including slum dwellers and establishing Health and Wellness Centres (HWCs) to provide free and quality healthcare closer to people’s homes including slums.
Further, Central Government is implementing SAUBHAGYA - Pradhan Mantri Sahaj Bijli Har Ghar Yojana, Pradhan Mantri Ujjwala Yojana (PMUY) and UJALA scheme in all urban areas including slums, amongst others.
